              Founder

Dr. C-Hebert

 Driven by a commitment to serving military families, Dr. C-Hebert founded HPA to address a critical gap in psychological assessment services. A decorated Army Veteran with over 20 years of experience in clinical psychology, Dr. C-Hebert recognized the challenges faced by families of active-duty service members in accessing timely psychological testing for conditions such as ADHD and Autism. She earned her doctorate in Clinical Psychology from the Illinois School of Professional Psychology and completed her clinical training at the San Antonio Military Medical Center. Her background includes psychotherapy, psychological assessment, and neuropsychological testing for military service members and their families, with a specialization in evaluating traumatic brain injury, ADHD, and learning disabilities. Located in the DC, Virginia, and Maryland area since 2012, Dr. C-Hebert is dedicated to providing comprehensive psychological services to her community.

               Therapist

James Elliot, LCSW-C, BCD 

Dedicated and experienced professional with a background in social work and a passion for helping others navigate life's transitions. A native of the Washington, D.C. area, he served in the United States Coast Guard Reserve, the District of Columbia Army National Guard, and the United States Army. He holds a Bachelor's of Science in Psychology from the University of the District of Columbia and a Master's of Social Work from The Catholic University of America. Mr. Elliott has worked with military personnel and their families at the Department of Defense and as a therapist and program manager for non-profit organizations. Recognized as the North Atlantic Region Military Command Social Worker of the Year in 2011, he specializes in trauma and substance use, particularly among veterans. Currently, Mr. Elliott focuses on life coaching, drawing on his diverse experiences to empower individuals facing complex challenges.
